Development concept of the Russian grain market for a medium-term period presents totality of views of agricultures business participants to purposes, tasks, principles, basic lines and mechanisms of government regulations for managing of the agriculture sector of the country economy and the grain market, and for the state cooperation with the business-community.  Those purposes the grain industry has to archive are targeted in this document and the methods are also given which allow it to make the most effectively.

The concept is fundamental for the preparation of the Russian Grain Union proposals regarding:

1) Formation of legislative instruments, concepts, plans of various levels for the agencies of state power.

2) Recommendations arrangement for the business-community.
